President's Message

Bill Remmes | President The Insurance and Legislative Forum 2010 held in Columbia on
May 21, 2010 was very informative. It was obvious that our State officers had worked hard to give us a great meeting. Some of my take a-ways from the meeting are…………….
Emma Forkner, Director of our State Medicaid Program was absolutely awesome. She reported the cigarette tax increase is expected to generate $136 million dollars of which $125 million will go to Medicaid. This will support current programs. Ms. Forkner reported that Health Care Reform will allow childless adults who are at 138% of the poverty level to receive State Medicaid benefits, with an anticipated
28% of S.C. population to be enrolled within the next few years.
Final rules for meaningful use of EHR are due out in June. However, they are not expected to change very much from what we have been seeing. Incentives are to be available through either Medicare or Medicaid. An office would need to determine which incentive they wanted to apply—based on percentage of patients.
T ammy Banks gave us some great information about the AMA’s
work with major insurance carriers to standardize not only the electronic remittance advice but also to implement standard claim edits.
After hearing her presentation, I have a new respect for the work that our AMA does for us in working with insurance carriers regarding Claims processing. Todd Atwater spoke about Health Care Reform in South Carolina and he is not only very knowledgeable but also a great speaker. He left us with a real impact as he described the support SCMA received from physicians in a “White Coat Rally” for the cigarette tax increase. He asked that each S.C. physician give him 15 minutes in 1 year. That doesn’t seem so difficult.
